6. Changes to the Civilian Marksmanship Program

I (my club) received a letter from the DCM which explains the changes to the Civilian Marksmanship Program. What follows below is the product of having scanned in said letter (hopefully achieving a faithful reproduction).

Of particular interest is the correct address/phone number to use for the M1 Garand rifle sales program, which is now administered by the CMSD at Port Clinton (Camp Perry).

    March 11, 1996

    Dear Club/State Association Leader:

        The Defense Authorization Law for 1996 includes language which
    dramatically changes the entire operational concept of the Civilian
    Marksmanship Program (CMP). All appropriated funds have been eliminated
    from this program and the law has completely privatized the Director of
    Civilian Marksmanship (DCM).  The National Board for the Promotion of
    Rifle Practice has been eliminated and the Corporation for the Promotion
    of Rifle Practice and Firearms Safety has been created to replace it.
    A board of directors will be appointed by the Secretary of the Army to
    establish policies and procedures and provide direction for the new
    corporation.

        The primary goal of the CMP remains unchanged, the program will
    continue to encourage and support the instruction of juniors in the
    safe use of rifles.  The current network of affiliated clubs and state
    associations will continue to be the venue for this instruction. The
    new law Title XVI, the United States Code authorizes the corporation
    to continue to use federal government rifles to loan to these clubs
    and associations. The law will allow the DCM to sell rifles to these
    clubs and associations.  A complete listing of available rifles is
    enclosed with this letter however, the M14 rifle is not authorized
    for sale to either clubs/state associations or individuals.

        The Secretary of the Army is directed by the law to conduct an
    orderly and effective transition of the old organization, which is
    to be completed prior to September 30, 1996. During the transition,
    the Secretary will continue to provide logistical support to the
    organization.  This support includes, but is not limited to the 
    1996 National Rifle and Pistol Trophy Matches held at Camp Perry,
    Ohio. Current planning indicates there will be some changes in the
    overall operation at Camp Perry this year, but hopefully these
    changes will not adversely affect the level of competition and
    support to the competitor. The National Rifle Association will
    continue to work as a partner with the DCM in this effort.

        The transition into a new organization will not be without
    problems, but the staff at the Office of the Director of Civilian
    Marksmanship in Washington as well as the staff of the Civilian
    Marksmanship Support Detachment (CMSD) at Port Clinton, Ohio will
    attempt to ensure service to all affiliated organizations is
    disrupted as little as is humanly possible. I respectfully ask your
    support in helping us work through this time and move into a new era
    for the CMP. Together, we can continue to provide the youth of this
    nation with quality instruction in the basics of marksmanship, range
    and firearms safety and give them a sound foundation in the
    competitive marksmanship arena.

        The DCM cannot succeed alone. We need the support of all
    who are interested in providing a safe environment for persons,
    young and old who want to learn or improve marksmanship skills.
    As a private corporation our abilities to provide support without
    charge is diminished however, I am confident with the support of
    affiliated clubs and associations and industry, our contribution
    can continue.  We are embarking on a project which can produce
    many positive results for all the citizens of this nation,
    especially our younger citizens. These young men and women are
    crucial not only to our sport, but to the entire nation. I encourage
    your continued support of the Civilian Marksmanship Program.

        The enclosures to this letter will address the type of support
        which will be available from the DCM effective immediately. I
        encourage you to make this information available to all your
        membership. The future of the CMP and the Director of Civilian
        Marksmanship rests in the very capable hands of all the marksman,
        present and future, who are affiliated with this program. I look
        forward to the continued opportunity to serve you and the youth
        of the United States.

    DIRECTOR OF CIVILIAN MARKSMANSHIP PROGRAMS

    I. Club Issue:

        A. Annual Fee: Clubs and state associations will be charged an
            annual fee of $30.00 (per organization) to cover administrative
            support costs. No Change in policy.

        B. Ammunition (details in section II): No change in current
            policy, except that individuals who are members of affiliated
            organizations may purchase ammunition.

        C. Rifles: Rifles may continue to be loaned to clubs and state
            associations. Currently there is no charge for these loaned
            rifles. SPECIAL NOTE: Affiliated organizations will be given
            the opportunity to purchase rifles currently on loan. This
            offer will be for all loaned rifles, except the M14 rifles
            on loan to state associations. A separate letter detailing
            this offer will be mailed soon.

    III. Rifle Sales Program:

        A. The price for a service grade Ml Garand rifle is $310.00. This
            price became effective August 15, 1995. The Ml Sales Program
            is being administered at:

        B. The new law authorizes the CMP to sell any surplus caliber
            .30 service rifle (less the M14) to qualified individuals.
            The DCM is investigating the availability and suitability
            of other surplus rifles which fall into this category.
            Notification on future sales programs will be announced
            through club/state association publications. Additionally,
            the law also authorizes the sale of caliber .22 rimfire
            rifles to individuals.  After availability and suitability
            of these rifles is determined, notification will be mailed
            to the clubs/state associations.

        C. Repair Parts Sales Program: The sale of Ml repair parts
            continues and the sale of M14 repair parts has been reinstated.
            A current parts/price list has been mailed to clubs and state
            associations from the CMSD. A limited amount of .22 rimfire
            rifle repair parts will be made available to the CMP in the
            future. A new parts/price list will be published as quickly
            as this information is available.

    IV. DCM Programs:

        The DCM will continue to approve all Excellence in Competition
        (LEG) Matches and will award distinguished badges to individuals
        as they are earned. The Advanced Junior High Power Clinic,
        instructed by the United States Marines will continue at Camp
        Perry, and for the foreseeable future those juniors attending
        will not be charged a fee.  The Advanced Junior Small Bore Clinic,
        held in conjunction with the National Guard Bureau Marksmanship
        Training Unit, Camp Robinson, Arkansas will continue. Also without
        a fee being charged. The top 10% of those juniors attending will
        be offered an expense paid trip for the U.S. Olympic trials. Title
        XIV also authorizes the DCM to continue the National Rifle and
        Pistol Trophy Matches and the attendant Small Arms Firing Schools
        (Pistol and Rifle). The United States Army Marksmanship Unit will
        continue to provide the instruction for this event.
